Dutch steel association warns of uneven EU stainless steel import rules

27. Oct 2026 by David Fleschen

The Dutch steel trade association Koninklijke Staalfederatie has raised concerns about differences in the application of EU customs regulations for stainless steel imports, warning that inconsistent practices could disadvantage Dutch importers.

According to the association, companies importing stainless steel products from Asia face different conditions depending on the EU member state through which the materials enter the European market.

Industry reports suggest that importers in countries such as Italy and Spain may have greater opportunities to use available tariff quotas than their Dutch competitors. This could result in higher import costs for companies operating in the Netherlands.

Association calls for consistent customs procedures

Koninklijke Staalfederatie has brought the issue to the attention of Dutch industry organisations FME and VNO-NCW and submitted a complaint concerning the reported differences in customs practices.

The association is also addressing the matter through the Overleg Douane Bedrijfsleven (ODB), a consultation platform involving Dutch customs authorities and business representatives.

According to Koninklijke Staalfederatie, customs officials were previously unaware of the specific concerns raised by stainless steel importers.

Investigation to cover 26 product groups

The association is preparing a detailed assessment of the affected products, trade volumes and financial consequences. Approximately 26 product groups are expected to be examined.

The findings are intended to establish whether differences in customs procedures create measurable competitive disadvantages for Dutch importers.

Koninklijke Staalfederatie warns that the issue could affect not only individual traders but also the wider Dutch steel supply chain and manufacturing industry.

The association is calling for greater transparency and consistent implementation of EU import regulations to ensure comparable competitive conditions across member states.
