VinMetal, the steel manufacturing arm of Vietnam’s Vingroup, has signed a Memorandum of Understanding (MoU) with Primetals Technologies to develop a large-scale integrated steel complex in Ha Tinh, Vietnam.
The agreement, signed in Hanoi on May 7, 2026, covers two new production lines for long and flat steel products and marks a major investment aimed at strengthening the competitiveness of Vietnam’s steel industry.
Integrated steel complex for long and flat products
The project will include two separate production routes. One line will focus on long products and feature a meltshop with a basic oxygen furnace (BOF), ladle furnace, vacuum treatment, billet caster, wire rod mill and a high-speed rebar mill.
The second line will be dedicated to flat products and will include a BOF meltshop, ladle furnace, vacuum treatment, slab caster and a hot-strip mill.
Primetals Technologies will act as technology integrator for the project and will also provide a pre-engineering package covering the full equipment scope. According to the companies, this approach is intended to reduce technical risks and accelerate project implementation through the use of standardized technological solutions.
Focus on digitalisation and global competitiveness
“The partnership with Primetals Technologies – a world-leading partner in metallurgical technology integration – is a significant milestone in VinMetal’s long-term development strategy,” said Pham Nhat Quan Anh, General Director of VinMetal.
“We aim to build a large-scale, modern and digitalized steel complex that meets the highest international standards, enhancing the competitiveness and position of Vietnam’s steel industry on the global industrial map,” he added.
The companies also plan to cooperate on digital transformation initiatives and workforce training programs to support long-term operational efficiency.
According to the partners, the project will follow international ESG standards and is intended to supply high-quality steel products for both the domestic Vietnamese market and export markets.
