Xuân Thiện Group teams up with Primetals on green steel

Vietnam’s Xuân Thiện Group has entered into a strategic cooperation agreement with Primetals Technologies to develop two new green steel production lines, marking a significant step in the country’s ambition to become a regional hub for high-quality steelmaking.
The agreement, signed on December 15 in Ninh Bình, positions Primetals Technologies as the project’s technology partner, supplying core plant equipment, engineering know-how and process expertise. The investment covers two advanced production complexes, each introducing technologies not previously deployed in Vietnam.
One line will focus on heavy plate production. It will comprise an Ultimate electric arc furnace, twin ladle furnace, twin vacuum degassing plant, a continuous slab caster and a plate Steckel mill. The configuration is designed to provide high raw material flexibility, short tap-to-tap times and lower energy and consumable consumption.
In parallel, a second line will be dedicated to the production of endless hot-rolled coils. This facility will combine two Ultimate electric arc furnaces with twin ladle furnaces, twin vacuum degassing units and Arvedi ESP technology, enabling the manufacture of ultra-thin hot-rolled products with high energy efficiency.
The two lines are intended to support domestic supply of steel grades required for demanding applications such as offshore wind turbine towers and shipbuilding, segments that have so far relied heavily on imports. They form part of Xuân Thiện Group’s broader green steel ecosystem, including the large-scale green steel complex under development in the Nghĩa Hưng area of Ninh Bình province.
The project will combine electric arc furnace steelmaking with low-emission ironmaking based initially on natural gas, with the option to transition to green hydrogen in the future. This approach is aimed at minimizing CO₂ emissions while aligning Vietnam’s steel industry with international sustainability requirements, particularly those of European and US markets.
Once completed, the facilities are expected to contribute to industrial growth in the Ninh Cơ economic zone and the wider Red River Delta, while strengthening Vietnam’s position among producers of high-quality steel for mechanical engineering, automotive and defence applications.
